Jack of all trades...
Steam is a digital distribution, digital rights management, multiplayer and communications platform developed by Valve Corporation. It is used to distribute a large number of games and related media entirely over the internet, from small independent efforts to larger, more popular games. Steam is set apart from similar services primarily by its community features, completely automated game update process, and its use of in-game functionality.
There are 788 games available on Steam, and in February 2009 Valve claimed to hold over 20 million active user accounts. It regularly services in excess of two million concurrent users. Although Valve never releases sales figures, Steam is considered by its competitors and clients to be the market leader, controlling an estimated 70% of the digital distribution market.
Many major publishers have catalogues on Steam, including id Software, Electronic Arts, Activision, THQ, Sega, Codemasters, LucasArts, Ubisoft and 2K Games. - Wikipedia

Pretty much, it's something that Valve uses to give people games. I've never used it, so your best bet is to join it, or click here or here.

If you couldn't understand that, then you might be confused about what English is. That was a thoughtfully written (possibly pasted.) paragraph that perfectly described what Steam is.

Steam is basically a program the lets you buy a huge assortment of popular computer games, with deals and new releases every week. Originally created by Valve for only Valve games, Steam now has a store with over 1000 games, more added nearly every week. The Steam community allows you to access and download all of your games onto any computer without a CD, while at the same time connects you to a huge user-base and online play. It's free to download.
